2000年12月4日、6月20日を「World Refugee day 世界難民の日」とすることが国連総会で決議されました。難民の保護と援助に関する関心を高め、国連機関やNGOの難民支援活動へ理解を深める日です。このテーマに関する英単語や表現を学んでいきましょう。

■Essential Vocabulary and Expressions 

◎Refugees : Refugees are people fleeing conflict or persecution.　難民とは、紛争や迫害から逃れてきた人々。

◎Internally displaced people : Internally displaced people are seeking safety in other parts of their country.　国内避難民は自国の他の地域に安全を求めて移動を余儀なくされた人々。IDPsと略される。

◎Asylum-seekers : Asylum-seekers are people seeking international protection from conflict and persecution.　亡命申請者とは、紛争や迫害から国際的な保護を求める人々のこと。

◎Migrants : Migrants are people moving to another country for other reasons beyond conflict and persecution.　移民とは、紛争や迫害以外の理由で他国に移住する人々。＊仕事などを求めてある場所から他の場所に移動した人々のことで、他に Immigrants と Emigrants という言葉もあり、前者は（入ってきた）移住者、後者は（外に出ていった）移住者。

◎conflict : a state of disagreement or argument between people, groups, countries etc. A prolonged armed struggle.　紛争、対立、衝突。人や組織や国などの間の不和。長引く武力闘争。

◎persecution : cruel or unfair treatment of someone over a period of time, especially because of their religious or political beliefs.　迫害。宗教や政治的信条などによって、非道で不公平な取り扱いを長年にわたっておこなうこと。

◎resilience : the ability to be happy, successful, etc. again after something difficult or bad has happened.　回復力、立ち直る力。困難なことがおきても再び幸せや成功を得る力。

◎perseverance : continued effort and determination　忍耐力、粘り強さ。たゆまぬ努力と決意。

UNHCR（ユーエヌエイチシーアール）は、国連難民高等弁務官事務所（The Office of the United Nations High Commissioner for Refugees）の略称で、1950年に設立された国連の難民支援機関です。難民に関する様々な教材を集めたUNHCRのウエブページがあり、そこにも、平易な英語でわかりやすい動画が用意されていました。それらで学ぶためにも、上にまとめたような「Vocabulary and Expressions」が必要になります。refugees と IDPs の違い、refugees と migrants の違いなど、世界のニュースを知るのにも必要な知識です。こちらの動画もぜひ、ご覧ください。

▲Who is a Refugee?　難民とは誰ですか？

Refugees are ordinary people who live through extraordinary times. In the country they live in, conflict or persecution have put them at risk. They have no other choice but to flee and to leave their country to seek safety.　難民とは、非日常の時代を生きている普通の人々です。彼らが住んでいる国では、紛争や迫害によって危険にさらされてしまいます。安全を求めて国を離れて逃げるしかないのです。

▲Who is an Internally Displaced Person?　国内避難民とは誰ですか？

Internally displaced persons or IDPs are people who are forced to flee like refugees. IDPs have to leave their homes because of conflicts or persecution but there is one fundamental difference. To find safety refugees leave the country they live in and cross a border but IDPs stay inside their country. So what keeps IDPs from leaving the country to find a safer place ?　国内避難民（IDPs）は、難民のように非難を余儀なくされている人たちのことです。IDPも紛争や迫害によって故郷を離れなければなりませんが、難民との根本的な違いがあります。難民は、安全を求めて、住んでいる国を離れ国境を越えます。IDPは国の中に留まるのです。ではなぜIDPは、安全な場所を求めて国を離れないのでしょうか？

▲Who is an Asylum Seeker?　亡命申請者とは誰ですか？

Conflict or persecution force many people to leave their homes in search of safety but fortunately people affected by displacement have a right to seek asylum in another country. Asylum seekers are people who have requested protection from conflict or persecution but their request has not been processed yet.　戦争や迫害により、多くの人が安全を求めて英を離れざるを得ません。しかし、幸いなことに避難を余儀なくされた人には、他国に亡命を求める権利があります。亡命申請者（亡命希望者）とは、紛争や迫害からの保護を要請し、まだその処理が終わっていない人のことです。
